Applications for dissertation research grants must be responsive to AHRQ's mission, which is to produce evidence to make health care safer, higher quality, more accessible, equitable and affordable, and to work with HHS and other partners to make sure that the evidence is understood and used.

Also, the principal investigators (PIs-in this case, the potential dissertation applicants) need to work with their institutions to make sure they are registered in the NIH Commons.
The institution and the individual should allow up to 2 to 4 weeks for the registration processes to be completed and verified.
